Concord Township Board of Zoning Appeals Testimony and Public Comment Policy
To ensure fair and efficient conduct of public hearings, the following time limits shall apply unless otherwise modified by the Chair:
• The applicant (or their representative(s)) shall be allowed up to ten (10) minutes for their initial presentation, including
evidence, statements, and argument in support of the application.
• Members of the public wishing to provide commentary (in support or opposition) shall each be allowed up to three (3)
minutes for their remarks.
• All speakers, including the applicant and their representatives, as well as members of the public, must state their name
and address for the record prior to providing any testimony or commentary.
•The Chair may, in their discretion, limit repetitious or irrelevant testimony to maintain order and efficiency.
• Extensions of Time: Any speaker (applicant or member of the public) may request additional time before or during their
allotted period. The request must be made to the Chair and shall state the reason additional time is needed. The Chair
may grant a reasonable extension if it will not unduly delay the hearing or prejudice other parties.
Alternatively, the Board may vote by simple majority to approve an extension.
• These time limits may be adjusted by the Chair at the beginning of a hearing based on the number of speakers,
complexity of the case, or other factors to ensure a fair hearing.
